We forgot to read the entire contract that included the requirement to follow The United States Army Corps of Engineers (USACE) manual for safety regs. Part of this requirement is to have people in a leadership role trained in a 24 hour fall protection course for the competent person.
Every contractor and subcontractor on a UASCE-overseen job-site must have at least one person on site (at all times) who is trained and competent on the specifics within the Army Corps Engineer Manual (EM) 385-1-1.
So now what?
Our EM 385 Compliance training a.k.a. 24 Hour Competent Person Fall Protection, is our number one purchased training. Many of our customers need this training like yesterday. Often, it is after being thrown off a job site.

Where would the USACE regulations be followed?
The requirements would be in effect at most federal job sites. This includes many bridges and military bases.
